Can I get my rental deposit back, I didn't move in or sign anything.?

In Ohio. I saw a rental property where it looked really nice. The landlord took my application. He approved me the same day. The same day I asked to Deposit the into his property bank account. After this transaction, I called to confirm. I was surprised I was not offered a key. So a week later I request the key. I go onto the property, retrieve the key in the basement and I saw filth. It was dirty, grungy. Additionally My parking spot in the garage had baby clothes next to it every where. Now I allow basements to be a little dingy, their suppose to, but this was a huge red flag. So I called up the owner, and said I refuse to move in. I didn't sign anything and would like my deposit back. He refused. I told him he still has the rental sign in front, he will receive other offers. he said we had an agreement and will not budge. Also tells me he's evicting the tennant with the filth everywhere.. I still want money back. Any advise??
