Woman has about 18 dogs living in their own filth... outside? help?

Report the situation to your local animal control / animal services department. Say the dogs are living in the mud of their own feces and do not have adequate shelter from the weather. The animal services should make a visit out there to check on the welfare of the animals. If they see a problem then they will act according to the law.
