How can i get assistance fixing my home?

I live in Fort Lauderdale, FL in the lowest income neighborhoods in Broward County, Dorsey Park Riverbend. I have a mortgage, which i'm upside down in, therefore I cannot get a loan to repair my home. I need a new roof and windows and central a/c installed. The house is over 47 years old and has had a new roof, but not since i purchased it 8 years ago. The windows are as old as the home. It has termite damage and i think it has damaged the wood in my attic because parts of my roof are leaning. I can't rent somewhere because it'll cost me more than my mortgage and i have dogs that i love me than anything. I have a job and can pay some money towards the repairs, but I could never afford a new roof and/or windows. I'm sure the next hurricane will take my house. My mortgage company, US Bank Home Mortgage does not care about my situation and i don't know what to do. The area i'm in IS the ghetto, but the city is completely restructuring a certain part that will raise my property value in some years. Since the area is 90 percent black, it is definite that the city will raise the property tax to get the black homeowners out of here. I must say that the renters in this area do not care about this neighborhood and have destroyed it with garbage everywhere, homeless animals, underage mothers and just, filth, and destruction everywhere. I want to stay in this neighborhood because i know it will be good one day. Can anyone help me with an idea of how to get my home fixed and up to code. I have tried the only two program the city has to fix up houses, the SHIP program and Home Revitalization Program. Both programs have no funding.
