Should I sue my landlord ? Please help?

I live in a bad neighborhood. Horrible actually I complained about the harassing teen boys and girls. The partying in my hallway till 4 am everyday the disgusting filth they leave all over my steps. After asking them not to sit on my car. They've been giving me HELL leaving fast food containers and other things on it . These apartments are subsidized so its hard for me to move being a college student with a child. I've gon to everybody the rental office 4 or 5 times the police security is there for a day or two then gone. Someone said I could sue my landlord but I'm scared of getting put our home. I don't necessarily want to sue anyone I just want them to make my home safe for me or move me. What should I do ?
